Network Change:
Optical Ethernet Metropolitan Area Network (OPT-E-MAN) is a metro area service that utilizes Ethernet LAN Packets running over optical fiber within or as access to a service provider's Internet or Inter LATA Network. The initial product, Known as OPT-E_MAN Basic, will provide a Layer 2 Switched Metro Ethernet offering and 2 Grades of Service (Bronze and Silver). This product is specifically designed for physically and logically interconnecting separated LANs across a limited geographic area. OPT-E-Man Basic will offer service from 10 Mbps to 1Gbps of bandwidth. It supports full-duplex operation over fiber transport connected to an Ethernet device capable of switching and routing. The handoff to the customer will be a 10/100 Mbps or 1Gbps Ethernet interface. Customers will connect to the service using a router, bridge or switch. The OPT-E-MAN product allows greater options to be presented to the customer for faster data networking needs. The service will utilize Cisco equipment both in the Core Ethernet Network located in Southwestern Bell Telephone L.P. d/b/a SBC TEXAS Central Offices and Network Terminating Equipment (NTE) which will be located in the Telco closet at the customer premise. Service will be offered to customers located in both Multi Tenant Units and Single Tenant Units. A New Enhanced Network Operations Center (ENOC) has been developed and is currently being implemented to provide 24 hour management and monitoring of the service.

Description of Type of Changes Planned:
OPT-E-MAN will utilize an Southwestern Bell Telephone L.P. d/b/a SBC TEXAS owned Layer 2/3 Ethernet Switch on the customer premises to provide a 10/100BaseT or 1 Gigabit Ethernet (1000BaseSX/LX) handoff to the customer's router or Ethernet Switch. Opt-E-MAN will provide two different types of connections at the customer premises:
? To connect to a Single Tenant Unit (STU), Southwestern Bell Telephone L.P. d/b/a SBC TEXAS will provide an Ethernet handoff from the Southwestern Bell Telephone L.P. d/b/a SBC TEXAS owned Single-User Access Unit (SAU) aggregation switch on the customer premises to the customer.
? In a Multi-Tenant Unit (MTU) environment, an Ethernet handoff will be provided to the customer from a Multi-user Access Unit (MAU) Ethernet device placed in the Telco equipment area. Using an Ethernet interface, customers must be able to connect their internal networks to Southwestern Bell Telephone L.P. d/b/a SBC TEXAS via a router or bridge.
Southwestern Bell Telephone L.P. d/b/a SBC TEXAS will place a NID (Network Interface Device) at the customer premises between the network access switches and CPE. Southwestern Bell Telephone L.P. d/b/a SBC TEXAS will provide a NID at the customer premises to establish a demarcation between network and customer equipment. The NID will provide an electrical termination (10/100BaseT) or optical termination (Gig-E hand-off). Optical terminations at customer premises can be either single-mode or multi-mode fiber.

Description of Reasonably Foreseeable Impact of the Planned Changes:
The core OPT-E-MAN architecture will utilize the Ethernet over Multi-protocol Label Switching (EoMPLS) reference model under development in the Metro Ethernet Forum. The MAN/LAN connections will utilize IEEE 802.1Q. The long-term architecture for OPT-E-MAN utilizes Multi-protocol Label Switching/Hierarchical Virtual Private LAN Service (MPLS/H-VPLS) end-to-end (core and edge networks).
