Network Change:
TIPToP service is a new interstate service that offers the providers of Internet Protocol (IP) enabled voice information services the capability to connect traffic from IP enabled voice information service users (IP-VIS users), to Telephone Company End Users, or Off Net End Users using Public Switched Telephone Network (PSTN) based voice services via end offices or tandems subtended by the Telephone Company Access Tandems.
TIPToP service also allows TIPToP customers to connect traffic from Telephone Company End Users or Off Net End Users to IP-VIS users.
TIPToP Service provides a Time Division Multiplexed (TDM) Trunk Side port interface.
Description of Type of Changes Planned:
TIPToP is a new service that provides for port interfaces which provide trunk groups, transport, SS7 Initial Setup (ISUP), and SS7 Transaction Capabilities Access Part (TCAP) queries for Local Number Portability (LNP) and Customer Name and Address (CNAM). The TIPToP port interface is a TDM trunk side switched circuit interface using SS7 signaling designed specifically to work with IP-VIS Traffic connecting to the PSTN. The TIPToP port interface physically connects the SBC Access Tandem to the TIPToP customer's point of presence in the LATA which connects to the TIPToP customer's IP Gateway Device.
The Modification Date and the Implementation Dates are based on tariff filings to be filed with the FCC. Should the effective date of the various tariff filings change, the modification date and implementation dates will change accordingly.
Description of Reasonably Foreseeable Impact of the Planned Changes:
TIPToP provides a Time Division Multiplexed (TDM) Trunk Side port interface. All IP to TDM protocol conversion and interworking is performed by the IP-VIS provider. TIPToP requires the IP-VIS Provider to:
- Support the generation and recognition of standard PSTN supervisory and address signals and call progress tones such as audible ringing.
- Use Equal Access Signaling for calls that require the SBC Access Tandem to interface and hand off calls to IXC's. (For example, 1+ calls or Toll Free Calls sent to SBC Access Tandems on the TIPToP interface).
- Support Local Number Portability (LNP).
- Support interworking between IP addressing schemes and the North American Numbering Plan (NANP).
- Provide for physical facility connections for TIPToP trunks and SS7 connections to the IP-VIS provider's network. These facilities will use digital hierarchy connections, (for example, DS 0, DS 1, DS 3, etc.).
In advance of a tariff filing for TIPToP, SBC will meet with interested parties to discuss customer specific pre-planning related to the purchase and ordering of TIPToP services.
