AT&T Completes Successful Network Migration, Will Manage Voice Services for APS Healthcare

Silver Springs, Maryland, November 16, 2006

AT&T Inc. (NYSE: T) announced today the completion of a successful migration of APS Healthcare to the AT&T network and that APS has awarded AT&T a three-year contract to provide networking and voice services to support the specialty healthcare company's more than 20 locations in the U.S. and Puerto Rico. Critical to APS' selection of AT&T as a networking provider was the availability of high-performance, proactive customer support. Even before the initial deployment, a team of experienced AT&T support professionals worked hand-in-hand with APS throughout each phase of the relationship.

Under the agreement, AT&T will provide, on an IP-enabled frame relay network, highly available and highly secure high speed bandwidth to all APS locations. The solution uses Multiprotocol Label Switching (MPLS) technology to prioritize network traffic and to facilitate communication between locations. AT&T will offer proactive monitoring and reporting services to ensure that the APS network remains up and running.

In addition, APS' call centers will be secured by AT&T Advanced Feature Routing to ensure that incoming members' calls are answered in the most timely and efficient manner possible. Other voice services that AT&T will provide to APS include local, long distance and Web-meeting.
