AT&T Wins $13.8 Million Contract to Build Advanced Personnel Forecasting System for The U.S. Marine Corps
AT&T Solution to Integrate Forecasting Models, Data and Workflow in a Collaborative System

AT&T Government Solutions, a business unit within AT&T Inc. (NYSE:T), has announced a $13.8 million contract with the U.S. Marine Corps to re-engineer the Marine Corps Manpower Modeling System. Under the terms of the contract, AT&T will provide IT and software engineering services to integrate the legacy Marine Corps manpower modeling and forecasting subsystems into a single manpower modeling system.
The new manpower modeling system will enable Marine Corps personnel managers to more rapidly and accurately address recruiting, retention and staffing objectives across the Corps. By enabling the Marine Corps to run advanced forecasting models, the system addresses issues such as how best to increase the size of the Force and how to ensure that the right number of combat units, helicopter pilots, officers, etc., is available in the future.

Based on an innovative design that will be engineered and customized to meet the needs of Marine Corps personnel managers, the new system will help the Marine Corps' forecasting experts achieve readiness by improving recruiting and staffing and career-development activities. The customized Web-based graphical user interface will enable these experts to efficiently and securely access real-time data to help them manage Military Occupational Specialty programs and address changes that will affect the future of the Marine Corps.
AT&T's IT and Software Engineering services used in the development of the new Marine Corps manpower modeling system have received one of the highest software performance ratings in the industry. Earlier this year, AT&T received the Capability Maturity Model Integration (CMMI®) Level 3 rating from the Software Engineering Institute (SEI) of Carnegie Mellon University.
CMMI has become a standard that a growing number of military and other organizations use to evaluate government programs that have significant systems and software engineering projects.
AT&T will manage the requirements, prototyping and design and oversee the production of the new Marine Corps Manpower Modeling System. AT&T will also deliver services for systems enhancements and repairs, analysis support and run support.
The Marine Corps is a two-year contract with three one-year options.
