From within the Settings app, scroll to Accessibility.

Tap Accessibility.

Scroll to Live Transcribe.
4.
Tap Live Transcribe.
5.
Tap Open Live Transcribe.
6.
Speak your message.
Your device will display what you said as on-screen text.
