Yes, if I remember my reading of all the small print: until you activate it, you have a bunch of protections, including the ability to get it reissued for free if it expires.  So you can do that once, but then you'll have activated it and you can't do that again.  But still, IIRC, the service fee doesn't apply until expiration.  Once it's expired [again], you can still get it reissued (for a fee), and you'll be paying the monthly service charge. For less than $2.00, just transfer the card to an online gift card balance or something (like Amazon... if Amazon will do a transaction that small) and be done with it.
