Programming blackouts are requested and determined by a national network (e.g., NBC) or a regional channel (e.g., Fox Sports Southwest). These decisions are in conjunction with local teams and their corresponding governing league.
AT&T must abide by rules and protect network/league/team rights by airing a TV blackout message during such events. In some cases, blacked out programs are available to view on an alternate channel in your existing TV package.
