About the Regulatory Cost Recovery Fee

AT&T imposes a Regulatory Cost Recovery Fee (RCRF) of $2.97 per month. This fee is collected to cover the following costs:
  • Offset costs incurred in complying with obligations and charges imposed by regulatory agencies
  • Offset AT&T's Universal Service Fund payments for the DSL used in our AT&T High Speed Internet service  (formerly FastAccess DSL).

    Note: All telecommunications service providers are required to contribute to the Federal Universal Service Fund. The Universal Service Fund subsidizes programs for schools, libraries, and health care providers. AT&T recovers the cost of these contributions through a surcharge on your bill.
