Technical Glitch ordering new phone

I ordered and uploaded my photo identification with personal info. Received "technical glitch" email, must call ATT. I was on hold for 29 minutes TWICE. Representative said i can't order without paying off phone in full. In my experience, a company honors a technical glitch and waiting on hold for 29 minutes is unacceptable. I ordered again, same thing happened. I ordered again, same thing happened. A "glitch" should have been fixed by now. ATT used to be great, worst company.
